ClearLayer Admin — Portal Field Maps

Monitor ASACOM / portal UI field maps uploaded by Portal Escritorio brokers. Requires admin JWT or X-Pilot-Admin-Secret. Writable maps require confirmed keys (confidence never writes alone). Auto-activate is disabled. Main declaration and Descripciones Mínimas maps activate independently per screen.
